Our Story

Swift Law Enforcement Technology Ltd. (SwiftLET), was created to leverage cutting edge technology to reduce administrative work for frontline police officers and free up officer time for operational duties. The principals of SwiftLET bring extensive operational, investigative and administrative police experience; expertise in project management, information technology, and software development in a police environment; and legal expertise, including many years of legal work for several major police agencies.  SwiftLET is committed to creating technology-based, time-saving, cost-effective solutions to support police operations by reducing administrative burdens and responding to operational police needs.

VP, Public Safety

Doug LePard, O.O.M

Vice President, Public Safety

Doug was a member of the Vancouver Police Department for 35 years, serving in numerous roles before retiring as a Deputy Chief, then served for several years as the Chief of the Metro Vancouver Transit Police. While in the VPD, he worked closely with the police union president to implement the VPD’s first R. v. McNeil-mandated policy and process for disclosure of police discipline records. He is now an independent consultant providing services in the criminal justice sector to the BC government, police agencies, and others. He is a member of two administrative tribunals and sits on the Boards of BC Emergency Health Services and the Canadian Institute for the Administration of Justice. He holds a B.A. in Criminology and an M.A. in Criminal Justice. He has authored or co-authored numerous articles, textbook chapters, and major reports on a variety of policing issues. His awards include the Queen Elizabeth II Diamond Jubilee Medal, the Governor General’s Academic Medal, a Lieutenant Governor’s Merit Award for bravery, the Gold Medal of the International Society for the Reform of Criminal Law, and investiture by the Governor General as an Officer of the Order of Merit of the Police Forces.

Philippe Lajoie

Vice President, Architecture & Development

Phil is an accomplished technology leader with over 15 years experience, specializing in software development and delivering high-impact solutions. His focus is on enhancing operational efficiencies and addressing complex technological challenges.

Phil's background includes strategic roles in IT management, cybersecurity and system analysis. He has led large-scale implementation and upgrade projects, build custom-developed solutions, managed technology operations and build resilient defenses against cybersecurity threats. Phil is passionate about fostering innovation and creating advanced, scalable and secure solutions. Phil is currently working for a municipal police agency in British Columbia.

Dan Phillips

Vice President, Product and CISO (Chief Information Security Officer)

Dan is a senior IT/IM professional with over 25 years in Technology Governance, Operations and Service Management, Project Management, Internal Audit and Risk Management focusing on strategic planning, project implementation and visionary innovation. He has experience in the automotive industry, Finance, Insurance, Public Libraries and Policing. Dan is currently working for a municipal police agency in British Columbia. Dan is a cyber security expert with the following professional certifications:

CISSP – Certified Information Systems Security Professional;
CISA – Certified Information Security Auditor;
CISM – Certified Information Security Manager;
CGEIT – Certified Governance of Enterprise Information Technology;
CRISC – Certified in Risk and Information Systems Control

CDPSE – Certified Data Privacy Solutions Engineer; and a

CRM – Canadian Risk Manager from Simon Fraser University.


VP, Legal

Sean Hern, KC

Vice President, Legal

Sean is a British Columbia lawyer practicing in the areas of civil, administrative and constitutional litigation.  He was a member of a large Vancouver firm for 20 years before opening his own practice.  He received a King’s Counsel designation in 2019.  Throughout his career, Sean’s work has intersected with police and police-related issues, including in public inquiries, discipline and oversight processes, civil litigation, governance, and privacy issues.  He has a keen interest in seeing policing and justice systems work more efficiently and effectively.
